Mandatory home quarantine for everyone except for the following individuals:
When crossing strategic quarantine border checkpoints, these exemptions must present an IATF Identification Card of Employment (secured by their employer) or the following credentials:
Mass public transportation is suspended. Government and accredited-volunteer groups will provide transportation or accommodation for health workers and the vulnerable.
Airport taxes are suspended to avoid wasteful “ghost-flights”.
Private vehicles are subject to random checking.
Only land, air, and sea travel of uniformed personnel for official business, especially those transporting medical supplies, laboratory specimens, related to COVID-19, and other humanitarian assistance shall be allowed.
Only Filipino citizens, with their spouse and children (whether Filipino or foreign) and holders of Permanent Visas or government-issued 9(e) Diplomatic Visas may enter the country subject to quarantine procedures..
People going outside the Philippines through Luzon are only limited to Overseas Filipino Workers (OFWs) with transportation services provided by the Overseas Workers Welfare Administration (OWWA) and foreigners with the following security checks:

Visa-free privileges of foreign nationals are temporarily suspended. All issuance for entry visas for visa-required foreign nationals are suspended while all previously issued visas are cancelled, except those issued to:

Movement of all cargoes within, to, and from the entire Luzon shall be unhampered.
